5. Abstract : This lecture offers a comparative legal analysis of three distinct AI governance frameworks: the European Union’s AI Act, South Korea’s Framework Act on the Development and Support of Artificial Intelligence, and Japan’s Act for Promotion of Research and Development and Utilization of AI-related Technology. Through systematic examination of statutory definitions, risk classification methodologies, transparency obligations, safety requirements, enforcement mechanisms, and jurisdictional reach, the lecture identifies fundamental divergences in regulatory philosophy among the three jurisdictions. The analysis demonstrates that, while South Korea and Japan share a nominally innovation-first orientation, they differ substantially in practical regulatory intensity. The EU’s rights-centric, ex-ante model is contrasted with Korea’s strategically calibrated partial-obligation framework and Japan’s strictly non-regulatory promotion-based approach, yielding broader insights into the political economy of AI governance.
