Abstract: Statistical decision making turns uncertain data into actions by quantifying uncertainty with probability, balancing risk and cost, and optimizing choices under real-world constraints. It outlines this framework and introduces nonparametric, model-robust inference methods, including change-point detection and spatial clustering. It then shows how these tools can address mobility problems such as distribution-shift monitoring and spatiotemporal collision-risk mapping.
